Anne Russell is of counsel to the firm. Ms. Russell received her B.A. degree with High Honors from the University of California at Santa Barbara in 1974. She received her law degree from the University of California at Davis in 1978 and was admitted to the California State Bar the same year. She has been District Counsel for the Santa Maria Public Airport District since 1989, currently represents the Atascadero Unified School District, and was Assistant City Attorney for San Luis Obispo from 1981 to 1988. Prior to that, she was in private practice in San Francisco, emphasizing business litigation. Ms. Russell is a member of several professional associations, including the California State Bar, the California Women Lawyers, and Women Lawyers Association of San Luis Obispo County, having been its president in 1986. She is admitted to practice in all state and federal courts in the State of California. Her practice emphasizes public entity law and real estate, including land use and development.
